Dubai Airport Tops Middle East as Best Low-Cost Hub in 2025

Dubai International Airport (DXB) has been recognised as the leading low-cost carrier hub in the Middle East and the 5th most connected budget travel hub in the world, according to the latest OAG Megahubs 2025 Report.

Dubai’s Low-Cost Aviation Success

The report highlights that Dubai has the highest volume of potential low-cost connections in the region. Budget airline flydubai, which operates 28% of flights at DXB, continues to play a vital role in this growth, driving a 4% year-on-year increase in connectivity.

This achievement showcases Dubai’s dual strategy—maintaining its strong position as a premium full-service hub through Emirates, while also becoming a key player in the budget travel market.

Strong Global Position

Alongside its low-cost success, Dubai International also ranked 15th globally among the world’s most connected airports, moving up from 16th place last year. Emirates remains the largest carrier at the airport, with a 38% flight share.

The dual recognition positions Dubai as a hub for both luxury and affordable travel, offering passengers more choice and convenience.

UAE Aviation’s Economic Impact

According to the International Air Transport Association (IATA), the aviation sector contributes over $92 billion annually to the UAE economy, representing nearly 18% of GDP. The industry directly employs over 206,000 people and sustains close to 1 million jobs nationwide.

In addition, Dubai ranks among the world’s top air cargo markets, moving 4.36 million tonnes of goods annually.

Regional Competition

The Middle East aviation market remains highly competitive:

  • Istanbul Airport surged to 2nd place globally, with Turkish Airlines holding a 79% share of flights.
  • Doha (DOH), led by Qatar Airways, ranked 34th worldwide.
  • Riyadh (RUH) climbed to 31st, driven by Saudi Arabian Airlines.
  • Abu Dhabi’s Zayed International Airport placed 6th regionally, with Etihad Airways operating more than half of all flights.

Despite the competition, Dubai International continues to lead the Middle East and Africa regional rankings, proving its strength as both a premium gateway and a budget travel hub.
